Cage of Gloom [Shadar-Kai]
With a successful hit you can make a secondary attack that will Restrain your target.
Prerequisite: Shadar-Kai
Benefit: You can swap one 1st-level or higher Encounter power you know for the Cage of Gloom power.

Cage of Gloom Shadar-Kai Racial Power
As your weapon moves trails of dark shadow leak from it and coil about your enemy.
4e Power Usage::Encounter  Weapon
4e Power Action Type::Standard Action Melee weapon
Effect: You make a Basic Melee attack, if the attack hits you make a secondary attack. Secondary Attack: Dex +2 vs. Reflex; the target is restrained (save ends).
